Donald Trump’s recent military action in Caracas, Venezuela, marks a significant escalation in the ongoing tension between the United States and the Latin American country. The U.S. President has consistently accused Venezuela of drug trafficking, culminating in the 2020 indictment of President Nicolas Maduro on narco-terrorism charges.
The U.S. government does not recognize Maduro as Venezuela’s legitimate leader and had previously offered a $50 million reward for his capture. This stance is likely the justification the Trump administration will use to bypass congressional approval for military actions.
Similar to their argument for previous strikes on boats as part of a “counter narco-terrorism campaign” rather than international conflict, Trump is expected to frame the Caracas attack as a law enforcement operation targeting Maduro as the leader of a drug cartel.
In a statement to the New York Times, Trump declined to confirm whether he consulted Congress before the military strikes. Secretary of State Marco Rubio’s remarks on social media suggest that the U.S. does not view the operation as an act of war requiring congressional consent, citing Maduro as the head of a narco-terror organization and not the legitimate leader of Venezuela.
Republican Senator Mike Lee stated that the military action aimed to protect personnel executing an arrest warrant and falls within the president’s constitutional authority to defend against imminent threats. However, the justification for U.S. arrest warrants in a foreign nation remains unclear.
Apart from the drug-related accusations, Trump’s interest in Venezuela also stems from a desire for regime change. Maduro’s authoritarian rule clashes with Trump’s ideology, and the U.S. President aims to exert influence in Latin America by supporting like-minded leaders in the region.
Furthermore, Venezuela’s vast oil reserves, controlled by the state-owned PDVSA, present a lucrative opportunity for U.S. oil companies, many of which support Trump financially. A change in leadership could potentially open up access to these valuable resources.
