Martin Lewis, a well-known expert in personal finance, has raised concerns about the accuracy of information provided by local councils regarding council tax and discounts. An investigation conducted by MoneySavingExpert.com (MSE) revealed that a significant number of councils in England and Wales are incorrectly informing people about the eligibility criteria for the live-in Carer Council Tax discount.
MSE’s review of over 200 council websites found that 69 councils, including several London boroughs, are presenting incomplete and inaccurate information regarding the discount qualifications. This misinformation could potentially impact one in five councils, leading to a misunderstanding of who qualifies for the discount that can reduce Council Tax bills by 25% or 50%, representing an average annual saving of £500.
Furthermore, an additional 80 councils did not provide easily accessible information online about the specific benefits required to claim the discount. This lack of clarity may discourage a significant number of the estimated five million unpaid carers from seeking the discount. Eligibility for the discount is contingent on caring for an individual receiving certain disability benefits, a criterion that some councils are failing to highlight due to outdated website content that has not been updated since the Carer rules changed in 2013.
The live-in Carer Council Tax discount essentially disregards the carer for Council Tax purposes, potentially resulting in a 25% single person discount if the carer is the sole adult in the household with the person they care for. Applicants must provide a minimum of 35 hours of unpaid care per week to a non-spouse, non-partner, or non-child under 18 residing in the same household.
Martin Lewis emphasized the importance of verifying the information provided by councils, recommending unpaid carers to revisit the eligibility criteria and seek assistance from Carers UK’s support resources if they were previously deterred by inaccurate information. Lewis expressed concern over the financial stress faced by unpaid carers and the impact of misinformation on their ability to claim rightful discounts, calling for urgent updates to council websites and improved clarity on Council Tax information.
